They are skins of all the Santos police from the Los Santos Police Department to the Blaine Country Sheriff Department (Highway Patrol Maverick is an option if you want it, let me know).
Just go to the dlc pack of the original model and replace the default skin you want to replace

Instructions
Based on the model pack dlc go to the model you want to replace your skin
Go to the texture dictionary and choose the name of the model to replace the skin
Select the "Edit Mode" tab
As long as it is inside, select the option of maverick sing 01
select replace
Select the texture to change
save
